Call for tenders: evaluation of the Norwegian People’s Aid Humanitarian Disarmament strategy
Norwegian People’s Aid seeks competent evaluators to undertake a review of its Humanitarian Disarmament program, and invite interested actors to submit their bids for this.
Norwegian People’s Aid is a major Norwegian humanitarian and development NGO, with global operations. NPA started with humanitarian mine action operations in Cambodia in 1992, an activity that over the past 25 years has developed into a consolidated Humanitarian Disarmament Program (NPA HD). Currently NPA HD has field operations in more than 20 countries and other areas, undertaking survey and clearance of landmines, Cluster Munitions Remnants and other Explosive Remnants of War. NPA HD implement its own programs, with international and local staff, often in cooperation with national authorities, United Nations agencies and other international Mine Action NGOs.
NPA HD evaluation 2017
In 2017, NPA HD shall evaluate the implementation of the “2014 Humanitarian Disarmament Strategy”, against the DAC criteria; Relevance, Effectiveness, Efficiency, Impact and Sustainability. The review will mainly focus on Mine Action, but also include the broader humanitarian disarmament approach represented by 3 other pillars; Conflict Preparedness and Protection; Arms Management and Destruction; and Humanitarian Disarmament initiatives.
