NGO Forum began as part of an international NGO campaign advocating for an end to the aid embargo on Cambodia in the 1980s.
In 1993, when development aid was restored, the NGO Forum became a Cambodia based umbrella for organisations engaged in development.
As a member of the NGO Forum, NPA lobbied Local and National Governments on land issues; as a partner of the NGO Forum it
supports “Land and Livelihood Programmes – Land Issues and Resettlement” with focus on three main issues:
Mission - to share information, data and to advocate on priority issues affecting Cambodia's development.
Land Project
The Land Project reports on land grabbing and holds workshops and meetings to inform and influence government and donor policies
on land reform and the consequences for the poor. The Land Law Implementation Network disseminates the new land law and contributes
to the formation of related sub-decrees. The Network makes member aware of land titling and helps vulnerable people to claim their
rights.
Resettlement Project
The Resettlement Project promotes cooperation between NGOs to protect the rights of people subject to resettlement and works
for fair compensation and treatment; included are training and support for relocated people to speak up in defence of their
rights. In meetings, resettlement issues are raised with multilateral banks, donors and government departments. Gender issues
are also addressed.
Forestry Livelihood Project Forestry
The Forestry Livelihood Project encourages cooperation between NGOs to ensure that forest dependent communities have access
to forest resources and have the means to effectively steward the forest. Community forest applications have been completed and submitted to the relevant Ministry for 20 communities in Kompong Thom,
Stung Treng and Kratie provinces. Applications are being prepared with a further 3 communities
