NPA in South East Asia has identified two main thematic areas and three secondary thematic areas that address key development issues in the region.
The two main thematic areas are:
Both thematic areas are closely integrated as landmines and UXO function to limit people’s access to and control over land and resources. This interrelationship has been a key feature of NPA’s work in these areas.
NPA has extensive experience working on mine action in Cambodia and in Lao PDR and on the large-scale resettlement of refugees, internally displaced people and economic migrants, often on mine cleared land, in Cambodia.
Several countries in South East Asia have been affected by long internal conflicts marked by intensive usage of anti-personnel landmines and explosive ordnance. The years of war and conflict have disrupted systems of land tenure and in many areas the remaining mines and UXO prevent access to the land and resources on which the rural populations depend.
Legal access to land and resources by poor people and their inability to maintain control over these natural assets is becoming an issue of growing concern as land values rise and resource exploitation continues unregulated.

- Democracy and the Right to Participate
