NPA discussion papers

"NPA Discussion Papers" are elaborated by NPA-staff and for NPA. The papers are not formally adopted as NPA-policies. However, the discussion papers contribute to the development of NPA's international work. The Head of International Department has the editorial responsibility for texts published as "NPA Discussion Papers".
