The Convention on Cluster Munitions has established a strong international norm against cluster munitions, yet renewed use in current conflicts is once again putting civilians at risk. A new independent study commissioned by Norwegian People’s Aid examines whether modern self-destruct and other safety mechanisms can reliably reduce the humanitarian harm caused by these weapons.
