NPA concludes Non-Technical Survey In A Luoi District, Hue
On 21 August 2025, NPA team officially concluded the non-technical survey (NTS) in A Luoi district, Thua Thien Hue province (based on the former administrative boundary). This marks the third district in Hue where NPA has finished the NTS process, following Huong Tra and Phong Dien.
- Completed survey in 95 villages and interviewed 8,793 households.
- Recorded 316 EO victims and 129 evidence points of contamination.
- Identified and safely destroyed 113 cluster munitions and 115 other explosive ordnance items.
- Established 62 technical survey tasks, providing a foundation for further survey activities.
A Luoi, a mountainous border district in the west of Thua Thien Hue province, is located along the legendary Ho Chi Minh Trail. Due to its strategically important position during the war, A Luoi was heavily impacted by explosive ordnances (EO), making it one of the most contaminated areas in Vietnam. The livelihoods of ethnic minority communities such as the Pa Co, Ta Oi, and Co Tu largely depend on shifting cultivation, agriculture, and forestry, which increases their risk of accidents by EO. Many tragic incidents have occurred, claiming lives and leaving people, especially children, with permanent injuries. Therefore, NPA's activities here are of immense significance, not only helping to identify and remove deadly threats but also returning safe land to the people so they can live and farm their homeland with peace of mind.
As of now, NPA has completed non-technical survey in 13 out of 40 communes and wards of Hue city (under the new administrative boundary), covering 57% of the whole city area. This is an important step in identifying evidence of explosive ordnance contamination, thereby laying the foundation for subsequent technical survey and clearance operations. These efforts are essential to ensuring community safety and supporting socio-economic development in the region.

NPA sincerely thanks the government of the United States and U.S. Embassy in Hanoi, as well as the government of Norway for the valuable support for this humanitarian mission in Vietnam.
