Norwegian People’s Aid Contributes to National Consultation Ahead of Lao PDR’s Hosting of the Third Review Conference of the Convention on Cluster Munitions

On Friday, The National Regulatory Authority (NRA) under the Ministry of Foreign Affairs (MOFA), convened the National Consultation on Cross-Cutting Issues in the UXO/Mine Action Sector in Lao PDR. The consultation was held alongside two additional preparatory events for the Third Review Conference of the Convention on Cluster Munitions (3RC-CCM), which Lao PDR will host in September 2026.

In the morning, the consultation was focused on inclusive and community-centered approaches, gender equality, and disability inclusion, the impact of climate change and environmental conditions on the sector and the integration of environmental considerations in Unexploded Ordnance (UXO) operations, and integrated sustainable development.

Norwegian People’s Aid (NPA) actively participated in the consultation with NPA staff serving as panelists during the session on Climate Change and Environmental Considerations in UXO/Mine Action Operations. They shared experiences from the field and presented the Green Field Tool (GFT), highlighting the importance of systematically capturing information on environmental conditions and risks in operational areas.

In the afternoon, participants received updates on the preparation and logistical arrangements for the 3RC-CCM. This was followed by discussions on multi-stakeholders engagement to support UXO victims and promoting people-centered approach of the Lao PDR’s presidency of the 3RC-CCMS.

With support from the Government of Canada, NPA is providing technical assistance to support Lao PDR’s preparations for the 3RC-CCM. NPA highly appreciates the support and the opportunity to assist the Lao Presidency in its endeavor to deliver a successful conference. The event will demonstrate Lao PDR’s continued leadership and commitment to addressing the humanitarian impact of cluster munitions and other UXOs.
