Safer Cluster Munitions?
This briefing paper by Norwegian People’s Aid examines claims that recent technological advances in cluster munitions have minimized the humanitarian concerns that led to the negotiation and adoption of the Convention on Cluster Munitions in 2008.
It presents the key findings and conclusions of a new independent technical study by Fenix Insight, commissioned by NPA, and also draws on an earlier technical study undertaken in 2007 by Norwegian People’s Aid in cooperation with the Norwegian Defence Research Establishment and C King Associates.
The briefing paper identifies the questions that should be asked—and the evidence that should be required—when assessing claims of technological advancement and minimized humanitarian harm.
